Brief Description of the Project
The purpose of the non-convention vessel standards (NCVS) development cooperation activities is to prepare and implement a comprehensive and practical standard, which can be applied to indonesian flagged ships with the goal of improving the safety, security and efficiency of shipping operations. The Indonesian NCVS replaces an outdated and dysfunctional system regulation and enables the Indonesian Government (through the Directorate General of Sea Transportation (DGST) to realise the objectives of its reform legislated under the new Shipping Law 17/2008. These reforms to the construction and operation of shipping and its monitoring, supervision, inspection and control by DGST have been welcomed by international bodies including the International Maritime Organization (IMO) and regional countries (six Association of South East Asian Nations Countries). This goal will require extensive effort and resourcing to be achieved. The implementation of the NCVS is divided into three stages :
1. Develompent phase (largely completed under the original phase of ITSAP);
2. Preparation of implementation phase; and
3. Implementation phase.
